A direct HDB flat or eligible CPF Housing Grant usually counts. An unsubsidised resale flat, and generally a resale flat with PHG only, can lead to a different first timer outcome.
MOP, the private property waiting period, debarment and HFE validity can delay an otherwise suitable application.

If the selected BTO route does not fit
The best alternative depends on what caused the restriction, not simply on which property is available first.

Short answers to the questions behind many incorrect “yes” or “no” recommendations.
No. Completing MOP clears an occupation restriction, but it does not erase a previous housing subsidy. A family that bought one subsidised flat may be a second timer. A single second timer generally cannot take another ordinary subsidised 99 year two room Flexi flat alone.
No. A resale purchase without EHG or the Family/Singles CPF Housing Grant is generally unsubsidised for this purpose. HDB also states that treatment of PHG only can differ from receiving the main CPF Housing Grants. Your HFE should confirm the official status.
Existing HDB owners are generally required to dispose of the existing flat within six months after taking possession of the new flat. However, cash and CPF may remain tied up before key collection, so the payment at the agreement for lease stage and the financing timeline still need early planning.
The main grant to check for a new flat is the Enhanced CPF Housing Grant (EHG): up to $120,000 for eligible first timer families, up to $60,000 for an eligible first timer single, or up to $120,000 for two or more eligible first timer singles. The Family/Singles Grant and PHG are resale flat grants, not ordinary BTO grants.
A resale levy applies when a second subsidised flat follows a first subsidised flat. Subsidy recovery is a separate percentage that depends on the project and is returned to HDB when an owner sells a Plus or Prime flat bought directly from HDB. Some households can face both at different points.
No. Eligibility allows an application; it does not guarantee a queue number, available flat, ethnic quota, flat selection, loan or grant. Balloting and conditions for the specific project still apply.
