What changed?

The 2026 housing measures widen the income range for several subsidised housing pathways. Income ceiling, however, is only one part of eligibility. Citizenship, family nucleus, ownership history, age and other prevailing conditions can still affect the final outcome.

Important EC distinction: HDB currently states that the $18,000 ceiling applies to new units in EC projects with tenders closing on or after 24 August 2026. New units in EC sites with tenders awarded before 24 August 2026 remain subject to the $16,000 ceiling. Always verify the specific EC project before relying on the higher threshold.

What is the new BTO household income ceiling?
The announced family income ceiling for BTO flats has increased from $14,000 to $16,000. The applicable ceiling still depends on the applicant and flat framework, so buyers should check the latest HDB eligibility conditions for their exact situation.
Does earning below $16,000 mean I definitely qualify for a BTO flat?
No. Income is only one eligibility factor. Citizenship, family nucleus, age, property ownership history and other prevailing conditions may also apply. Buyers should obtain the relevant official HDB assessment and HFE Letter where required.
Is the EC income ceiling now $18,000 for every EC?
No. HDB currently states that the $18,000 ceiling applies to new units in EC projects with tenders closing on or after 24 August 2026. New units in EC sites with tenders awarded before 24 August 2026 remain subject to the $16,000 ceiling. Verify the specific EC project before relying on the higher threshold.
What changed for first timer families with children?
From the February 2027 sales exercise, first timer families with or expecting children will receive an additional ballot chance for each applicable Singapore Citizen child aged 18 and below. This applies to BTO and SBF applications, subject to HDB’s prevailing rules.
Does being within the income ceiling mean the property is affordable?
No. Eligibility and affordability are different questions. Buyers should separately review loan capacity, cash, CPF, monthly debt, mortgage commitments, grants, stamp duties and an appropriate financial buffer before committing to a purchase.
